什么是签证豁免？
澳大利亚实行的签证制度，是允许部分国家或地区的公民享受免签待遇或其他便利政策的。 首先，澳洲官方对这一制度的定义是： Visa exemption is a form of visa waiver arrangement whereby certain nationalities are allowed to travel and/or work in Australia without first obtaining an Australian visa. This means they do not need to apply for or be granted any particular type of visa， but can come as part of their regular passport when travelling by air to Australia on the correct airline. The most common example is that some nationals can enter Australia using only their passport， while other nationals might require one of several different kinds of visas depending on how they intend to arrive (by air， sea- or land) and what activities they plan to undertake（for more information see Types of Visas ). 在这个定义中，“visa”既包括了旅游签证，也包括了工作签证；而“nationality”则不仅包括中国护照持有人，还包括了其他国家持有任何国籍的人士。 由此可知，所谓“签证豁免”，是指澳洲政府允许某些护照持有者可以不用申请任何特定的签证便可直接前往澳洲。
一般来说，享有此种特权的人主要包括两大类： A、持有有效的澳大利亚永久居留签证或被授予澳大利亚公民身份者 B、以符合法定条件的方式入境澳洲(包括在机场过境）且被准许停留至少12个月的游客和商务人士 根据上面的定义，我们不难看出，对于第一类人群而言，他们即使不拥有任何种类的澳大利亚签证也可来到澳洲；而对于第二类人群来说，虽然他们在来澳时仍需办理入境签证，但是他们的签证类型并不重要，重要的是他们是按照符合法律规定的条件进入澳洲并被准许停留十二个月以上的旅客们。因此，这两大人群也就得到了所谓的“签证豁免权”。 需要注意的是，以上所提到的只是签证“豁免”的概念，而非“免签”概念。虽然二者有时会被混淆使用，但实际上存在着本质的区别—— “免签”是指不需要事先申办签证即可入境，并且可停留最长不超过90天的签证类别（通常为临时访问签证）； 而“签证豁免”则是指无需申办任何特定签证便可进入澳洲并在澳合法地停留最多12个月的权利。
